David H. Carstens
35-years of experience as a U.S. Army Officer, U.S. government employee and private sector Senior Executive working in the field of intelligence and security.
Worked at the U.S. Embassy Bucharest from 2018-2023 as a U.S. government civilian and served as the Chief of the Military Liaison Office (MLO). Played a key role in coordinating bi-lateral military-to-military and security activities between U.S. Army Europe and Africa and the Romanian Ministry of National Defense.
Served in the United States Army from 1988-2018. Achieved the rank of Colonel and assumed positions of increasing responsibility over his 30-year career. Prior to retiring from uniformed service, led protection efforts for U.S. Army Europe as the Director of Anti-Terrorism and Emergency Management.
Managed the U.S. Army’s first intelligence operations in Kandahar, Afghanistan from 2001-2002. Went on to become the Intelligence Fusion Cell Chief, Combined Forces Land Component Command, Baghdad, Iraq. He is personally recognized in U.S. Army history for intelligence analysis that enabled the rapid and successful seizure of the Iraqi oil infrastructure during Operation Iraqi Freedom.
Also served in Joint assignments at both the National Security Agency (NSA) and Central Intelligence Agency (CIA).
Assigned as the Commander of U.S. Army Garrison Wiesbaden, Germany from 2012-2014: a military Community of 20,000 and home to Headquarters, U.S. Army Europe. In this role, managed a transformation initiative of unprecedented scale for the time, which involved the new construction and renovation of over 500K square/meters of building space executed with a $750 million (plus) budget as the U.S. Army Europe Headquarters moved from Heidelberg to Wiesbaden. Responsibilities included leading force protection and emergency management operations for the Garrison.
Served in Joint assignments at both the National Security Agency (NSA) and Central Intelligence Agency (CIA).
Holds a Bachelor of Arts in Political Science from Kent State University, a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College and he completed a U.S. Army War College Fellowship at the Center for Climate Change and National Security in Washington, D.C. David’s Fellowship thesis entitled “Building Resiliency into the National Military Strategy” was published as a chapter in a book entitled, Sustainability and National Security (Center for Strategic Leadership, U.S. Army War College, Carlisle, PA, 2012).
Received numerous awards during his military and government civilian careers to include the U.S. Defense Superior Service Medal, U.S Army Legion of Merit (two awards), the U.S Army Bronze Star (two awards), the German Army Cross of Honor in Silver, and most recently, the Romanian Badge of Honor for Defense Intelligence.
