Romania’s First Quantum AI Data Center: Carstens Consulting Global to Support Landmark $1 Billion Investment in Cluj County

Carstens Consulting Global is proud to announce its role in one of the most significant technology investments in Romania’s recent history. DriverAI LLC, a U.S.-based technology company, is moving forward with plans to develop an 80 MW Quantum AI Data Center in Luna, Cluj County — the first integrated facility of its kind in Romania — within an industrial and technology park developed by Leviatan Group. CCG will support project management and institutional coordination, while infrastructure company E-INFRA will oversee power supply and energy systems.

The Project

The facility will be developed in four phases of 20 MW each, combining high-density GPU computing infrastructure with quantum computing hardware. The announcement follows a series of site assessments and due-diligence visits by DriverAI executives in recent months, and the project is now in an advanced stage of preparation.

“Our assessment visits to Luna and to the industrial and technological park developed by Leviatan Group confirmed what the data already suggested: Romania is uniquely positioned to become a sovereign compute hub for Central and Eastern Europe,” said Cary Tatlinger, CEO & Founder of DriverAI. “The proximity to leading universities, the energy infrastructure, and the commitment of our Romanian partners make this the right location.”

DriverAI’s technology partners will include leading chipmakers and quantum computing companies, which will supply the hardware and platforms powering the facility’s AI and quantum computing operations. The company also aims to power the data center entirely with renewable energy by the completion of the fourth phase.

A Strategic Romania–U.S. Partnership

The investment carries weight well beyond its commercial dimensions. Announcing the project, Mircea Abrudean, President of the Romanian Senate and Senator for Cluj, wrote: “I am very proud to announce that Romania will have its first Quantum AI Data Centre, a US $1 billion investment, in Luna, Cluj County. I advocated for this in Washington in February 2026, and this confirms the strong partnership and strategic alignment between Romania & USA.”

That February 2026 meeting in Washington — held with the support of the Romanian Embassy in the United States — brought together Senate President Abrudean and DriverAI leadership to advance bilateral cooperation and institutional ties between the two countries. DriverAI is now in discussions with the Romanian government regarding the project’s designation as a Strategic Investment, a recognition of its relevance to economic cooperation between Romania and the United States.
